Clackamas County CBRA Program

Clackamas Women’s Services (CWS) is one agency administering the Clackamas County Nonprofit Capacity Building Recovery Assistance Program (CBRA). CWS will offer qualified non-profit 501(c)(3) or 501 (c)(19) organizations technical assistance and up to $80,000 in assistance payments toward capacity building efforts to help strengthen those that have been negatively impacted by the effects of the COVID-19 pandemic. Assistance payments will be tailored to address decreased revenue (e.g., from donations and fees), financial insecurity, increased costs (e.g., uncompensated increases in service need), capacity to weather hardship, challenges covering payroll, rent/mortgage, and other operating costs.

As an intermediary, CWS will provide assistance payments and organizational technical assistance and strengthening to at least 8 nonprofits to build their resiliency and provide capacity building support so that they can better serve communities negatively impacted by COVID-19 in Clackamas County, Oregon. Technical assistance may include but is not limited to: resource development strategies, board composition consultations, policy and procedures development, capacity in applying for federal awards, outreach strategies, equity consultations, trauma-informed organizational development, vicarious trauma resources, and service capacity strategies focused on organizations serving children and youth impacted by abuse, trauma or violence. This program is made possible by funding from Clackamas County’s Equity & Inclusion Office (EIO).

Ineligible Organizations

  • Passive real estate holding companies and others holding passive investments.
  • Non-profit entities that do not have federal 501(c)(3) or 501 (c)(19) status.
  • Non-profit entities that are delinquent on federal, state or local taxes that were due before April 1,2020.
  • Non-profit entities not in compliance with all federal, state and local laws and regulations.
  • Non-profit entities without principal operations in Clackamas County.
  • Non-profit entities not registered to do business in Oregon (Secretary of State Business Registry verification).
  • For profit businesses.

Basic Eligibility Requirements

  • Must have a physical office and offer services within Clackamas County, Oregon (Note: Organizations can offer additional services outside of the County.)
  • Must be registered with federal 501(c)(3) or 501(c)(19) status
  • Must be registered as a non-profit with the State of Oregon
  • Must be registered as a non-profit with Clackamas County, Oregon
  • Non-profit entities can not be delinquent on federal, state or local taxes that were due before April 1,2020
  • Must be an organization with less than 150 employees
  • Organization’s annual operating budget must not exceed $20 million

Request for Application

There are three ways to receive an application, please follow one of these steps.  

  • Send a request for an Application Technical Assistance meeting to cbraprogram@cwsor.org and a CWS representative will schedule a meeting to review the application materials and provide you with a copy of the application to complete. 
  • Complete a voluntary pre-application survey at this link. Response to this survey is shared with CWS and subrecipient partner Clackamas Workforce Partnerships, who will coordinate a response to schedule an Application Technical Assistance meeting and copy of the application for both subrecipients as requested. 
  • Download the application at this link. We strongly encourage CBOs to schedule an Application Technical Assistance meeting prior to completing an application.
